due to trying to match EXACT with === 1 in if-statements this breaks evil-ly on all places if not casting the config debugging/disabled to an integer before the match.

moving FormStateInterface to no longer reference by array, and fixing the changes detailed by 2346779

updated the config files settings form to actually work and save out the yaml properly, and changed the name of the git_config yaml file.

removing the install file that incorrectly added config to the drupal active dir and added this logic to the form submission

made the directory for config_files configurable and added the proper logic for config delete events.
